An alliance against Persia soon becomes an Athenian empire
After the victories over Xerxes, in 478 BC Athens united the islands and cities of the Aegean in an alliance to fight Persia, with its treasury on the island of Delos. The allies soon became tributaries: in 454 BC the treasury was moved to Athens, and its money helped pay for the Parthenon.
