Theodosian Code
The Empire's first official law code

In 438 Emperor Theodosius II promulgated a compilation of the laws issued since Constantine the Great; from 439 it was in force in the West as well. The Code preserved Roman law for the barbarian kingdoms and served as a model for Justinian's codification.
