On the night of 13 May 2005 armed men freed 23 local businessmen on trial for "extremism" and seized the regional administration; by day thousands gathered on the square. Troops opened fire. Uzbek authorities reported 187 dead; rights groups and witnesses said several hundred to 1,500. The government refused an international inquiry.
