Protests in 1905 against arbitrary rule and foreign concessions grew into a mass strike, with thousands of Tehranis taking refuge in the grounds of the British legation. In 1906 Mozaffar ad-Din Shah granted a constitution and the first Majlis opened. In 1908 the new shah shelled parliament, but in 1909 constitutionalists took Tehran and deposed him.
