A tax replaces grain requisitioning, and markets return

After peasant risings and the Kronstadt rebellion, the 10th Party Congress in March 1921 replaced grain requisitioning with a tax in kind. Private trade, small businesses and concessions returned, along with a stable currency, the chervonets; in 1928–1929 the NEP was wound down for industrialisation and collectivisation.
